Cheshire Would Receive Even Funding in Malloy Budget Proposal

A "Hold Harmless" grant would keep state funding at $15 million for the community over the next two years as Gov. Dannel Malloy looks to address a $1.8 billion deficit.

Gov. Dannel P. Malloy has vowed no new taxes for state residents over the next two years, but a budget proposal also means another thing for the town of Cheshire - no new funding.

The governor addressed Connecticut's General Assembly Wednesday to announce the proposed budget, which calls for nearly $21.5 billion in spending in the 2013-14 fiscal year followed by a $22.3 billion budget the following year, and the news will have both positive and negative implications for the community.

While the proposal calls for taxes to remain the same, it also aims to curb costs by eliminating any potential for additional funding in Cheshire. The town received $15,008,942 in the 2012-13 fiscal year and would receive that same amount in each of the next two years.

The change will mean a loss of millions in some areas, including more than $2.01 million per year previously received from the Mashantucket Pequot and Mohegan grant, as well as an additional $2.07 million each year in PILOT: State-Owned Real Property grants.

Education will see the largest increase and a "Hold Harmless" grant, designed to help maintain funding rather than cut it, will account for $746,785 in funding per year.

"We all agree that we need to keep spending in check, despite rising health care costs and other long-term obligations. This budget lives within our means and within our spending cap," Malloy said Wednesday.
